UN Security Council Condemns Iranian Attacks on Gulf States and Jordan

The UN Security Council Resolution 2817 of 2026, which strongly condemns Iranian attacks on the territories of the Gulf Cooperation Council states and the Hashemite Kingdom of Jordan, has been widely welcomed in the Gulf and Arab world as a decisive step to consolidate peace and security. The resolution, adopted with the approval of 13 countries and the abstention of China and Russia, was based on an initiative led by the Kingdom of Bahrain on behalf of the Gulf states and Jordan. The Permanent Representative of the United Arab Emirates to the UN, Ambassador Mohammed Abu Shehab, welcomed the resolution, stating that it sends a clear and unified message that the international community will not tolerate aggression against our sovereignty or the deliberate targeting of civilians and vital infrastructure. He said that the UAE expresses its gratitude to the Security Council for standing with the leadership and people of the UAE and the region at this critical time, confirming its commitment to continue working with the UN and allies to uphold international law, maintain stability, and prevent further escalation in the region. Bahraini Foreign Minister Dr. Abdul Latif bin Rashid Al Zayani welcomed the historic resolution, emphasizing the pivotal role of his country during its non-permanent membership in the Security Council for the period 2026-2027. He stated that the resolution sends a decisive international message to reject the targeting of civilians and vital facilities and to demand an immediate and unconditional cessation of attacks. The Saudi Ministry of Foreign Affairs also welcomed the contents of the resolution, stressing its condemnation of the targeting of civilian sites and residential areas, and affirmed the Kingdom's full right to take all measures that guarantee the protection of its security and sovereignty and to deter aggression in accordance with Article 51 of the UN Charter. The Kuwaiti Ministry of Foreign Affairs also expressed its welcome and gratitude for the efforts made, considering the resolution an important step towards enhancing stability, and called for full compliance with its provisions to spare the region further escalation. In turn, the Permanent Representative of Qatar to the UN, Sheikha Aliya bint Saif Al Thani, clarified that the resolution demands the immediate and unconditional cessation of all attacks launched by the Islamic Republic of Iran, including any provocation or threat to neighboring states, the use of proxies, and attempts to close the Strait of Hormuz, confirming that this adoption reflects the broad international consensus on rejecting illegal aggression. The Secretary-General of the Gulf Cooperation Council, Jassim Mohammed Al Budaiwi, welcomed the Security Council's resolution, confirming that this international condemnation is a stark testament to Iran's violation of laws, customs, and international and UN conventions by targeting civilians, civilian facilities, and infrastructure in the Council's member states and Jordan. He stated that the adoption of the resolution by 136 countries indicates the international community's firm belief in the grave violation constituted by Iranian aggressions against the sovereignty of GCC and Jordanian states, and in their legal right to respond in accordance with Article 51 of the UN Charter, which guarantees the right of states to individual and collective self-defense in the event of aggression, and to take all measures that preserve their sovereignty, security, and stability. On the Arab level, the Secretary-General of the Arab League, Ahmed Abu Ghait, during a phone call with the Bahraini Foreign Minister, praised the important role of the Kingdom of Bahrain in rallying support for the initiative. Abu Ghait condemned the continuation of Iranian attacks, considering them a reflection of a determination to be involved in miscalculations, a lack of a compass, and an underestimation of the consequences of this policy on Iran's relations with its neighbors, and affirmed that the adoption of the resolution expresses the full international solidarity with the Arab position.
